Winds gusting as high as 50 mph. * WHERE...Kivalina and Red Dog Dock and Lower Kobuk Valley. * WHEN...From 11 AM Saturday to 9 AM AKST Monday. * IMPACTS...Areas of blowing snow could significantly reduce visibility to 1/2 mile at times. The cold wind chills as low as 30 below zero could cause frostbite on exposed skin in as little as 30 minutes. PRECAUTIONARY/PREPAREDNESS ACTIONS... Slow down and use caution while traveling.
